The Housing and Economic Recovery Act of 2008 appropriated $3.92 billion for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties. This federal funding is being distributed nationwide by the U.S. Department of Housing and Urban Development (HUD) to areas hardest hit by the foreclosure crisis through the Neighborhood Stabilization Program (NSP).

The NSP was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is to resell these homes to eligible buyers to become occupied and maintained, contributing to the community.

The IDS NSP is a project of The University of Southern Mississippi Institute for Disability Studies supported by the Mississippi Development Authority, Grant # NSP 2009 CDFA 14.228, through funding from the U. S. Department of Housing and Urban Development.
