Sport Event Security Aware (SESA) Review

Description:

The National Center for Spectator Sports Safety & Security (NCS4) developed a continuous improvement process for the effective security management of sport venues - the Sport Event Security Aware (SESA) system.

The SESA system involves 4 key processes including: 1) risk assessment, 2) training, 3) exercise, and 4) audit.

This process will include:

  • Identification and assessment of risks: sport venue owners, managers, and stakeholders must be aware of risk assessment methodologies to assess threats, identify vulnerabilities, and minimize consequences through the implementation of risk reduction strategies. Sport venue managers should conduct a risk assessment workshop each calendar year in which they develop a multi-year risk assessment plan, including a multi-year risk assessment training schedule.
  • Identification and design of training programs: effective staff training is a key component in protecting critical infrastructures such as sports stadiums and arenas. The sport organization should provide adequate resources for the recruitment, training, and evaluation of personnel responsible for venue security. Sport venue managers should conduct a staff training workshop each calendar year in which they develop a multi-year staff training plan. The training plan should include: 1) staff training needs assessment, 2) training priorities, and 3) training program schedule for multi-agency leadership, supervisory, and security line staff.
  • Customized exercise programs and implementation of exercise programs: sport organizations should conduct an exercise workshop each calendar year in which they develop a multi-year training and exercise plan.

    The plan should include:

  • 1) training and exercise priorities

    2) planning activities which will take place prior to an exercise, allowing exercises to serve as a true validation of previous training

    3) all exercises in which the entity participates

    4) employing a ‘building-block approach” in which training and exercise activities gradually escalate in complexity.

  • Review of sport security operations: an assessment team will review the organization’s sport event security aware system process which includes a review and analysis of the following ratings:
      • 1) threat assessment
      • 2) vulnerability analysis of critical assets
      • 3) consequence evaluation
      • 4) risk assessment
    • The assessment also includes the review of improvement plans relative to countermeasure recommendations, staff training and exercises, a game day audit of security management practices, and a written report and debriefing on audit specifics.

Upon completion of the SESA Review the sport organization will be awarded the SESA seal of approval sign to be displayed in the sport venue and a certificate of safety and security completion.
