 A direct report to the Office of the Vice President for Research, the ITAR (International Traffic in Arms)/Export Control Officer is responsible for assisting the principal investigator (PI) to ensure research work is not being conducted in violation of federal rules, regulations, and/or laws that govern the release of certain information, materials and/or technical data to foreign nationals.

 Violations of the Export Control regulations can result in penalties for the university and the PI which can be severe, so compliance is essential.

PIs are required to become familiar with the applicable governing documents before any research proposal submitted through Sponsored Programs Administration (SPA) can be released to the request for proposal (RFP) sponsoring agencies.

PIs will also complete and sign the Export Control Review document (PDF) certifying whether the proposed project requires any licensing under the Export Control rules, regulations and/or laws.

 A PI should be cognizant that certain research may be regulated by ITAR. The U.S. Government views the sale, export, and re-transfer of defense articles and defense services as an integral part of safeguarding U.S. national security and furthering U.S. foreign policy objectives. The Directorate of Defense Trade Controls (DDTC), in accordance with 22 U.S.C. 2778-2780 of the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130), is charged with controlling the export and temporary import of defense articles and defense services covered by the United States Munitions List (USML).

Export Control Training - Register with CITI and complete the course titled "CITI Export Controls Course"
