Circulars from the White House Office of Management and Budget (OMB):

The White House OMB circulars that long governed federal grants and agreements with institutions of higher education (et al.) have been replaced by what is commonly known as the "Uniform Guidance" — officially, the "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards." Spelled out in 2 CFR 200*, it superseded requirements from OMB Circulars A-21, A-87, A-110, and A-122 (which have been placed in 2 C.F.R. Parts 220, 225, 215, and 230); Circulars A-89, A-102, and A-133; and the guidance in Circular A-50 on Single Audit Act follow-up [ref.]. For more information on implementation, see the Final Guidance statement in the Federal Register.

There is a helpful summary of the OMB Uniform Guidance on Grants.gov, with links to related resources.

*MAXIMUS has recompiled 2 CFR 200 into a user-friendly PDF document available as a free download here.
