General Joe Spraggins Honored with Prestigious Southern Miss Friendship Oak Award

The University of Southern Mississippi (USM) recently presented General Joe Spraggins with the 2025 Friendship Oak Award at its annual awards day ceremony held on the Gulf Park campus in Long Beach, in recognition of his ongoing dedication and support of critical projects to advance marine research and sustainability. As the executive director of the Mississippi Department of Marine Resources (MDMR), Spraggins’ commitment and partnership with Southern Miss and the Mississippi Gulf Coast have been invaluable.

“I am deeply honored to be named this year’s recipient of the Friendship Oak Award from The University of Southern Mississippi,” said Spraggins. “This recognition is especially meaningful because it reflects the spirit of leadership, resilience and connection that the Friendship Oak symbolizes. USM has played a transformative role in so many lives, and I am grateful to be recognized by an institution that continues to inspire growth and excellence across generations.”

Spraggins retired from the United States Air Force after 34 years and was appointed executive director of MDMR in December 2017. He leads programs focusing on coastal resource management, coastal restoration, resiliency, marine fisheries and more. He also serves as commissioner of the Gulfport-Biloxi Regional Airport Authority. From 2013-2017, Spraggins served as MDMR chief operations officer. His unwavering love for coastal Mississippi is evident every step of the way. He played a critical role in Mississippi’s coastal recovery and rebuilding after Hurricane Katrina in 2005 and restoration efforts after the Deepwater Horizon Oil Spill in 2010.

MDMR utilizes USM’s Gulf Coast Research Laboratory and other coastal research sites to gather essential scientific data to make informed decisions regarding the state’s coastal resources. Spraggins has been a strong champion of USM initiatives and the success of marine research efforts. His support for USM’s fisheries and aquaculture centers aligns with Mississippi’s priorities, resulting in dynamic research and resource management.

Dr. Kelly Lucas, Southern Miss vice president for research, is grateful for Spraggins’ continued commitment and support of the University.
