Joe Monroe Named Recipient of the NCS4 Champion of Change Award

Joe Monroe will be recognized with the Champion of Change Award at the 2026 National Sports Safety and Security Conference and Exhibition on June 23-25 in Palm Desert, Calif. The event is presented annually by the National Center for Spectator Sports Safety and Security (NCS4) at The University of Southern Mississippi.
The Champion of Change Award recognizes an individual who has demonstrated their ability and commitment to bring about positive change in the sports safety and security industry. Through progressive leadership, this individual’s achievements have made a difference in organizational effectiveness and led the organization forward.
“Receiving the Champion of Change Award is a well-deserved honor that recognizes his exceptional leadership and steadfast commitment to advancing safety and security in intercollegiate athletics and throughout the broader sports industry”, said Lauren Cranford, NCS4 director of operations. “His influence continues to inspire meaningful progress and drive positive change in sports safety and security nationwide.”
Monroe is the chief of police for the University of Kentucky Police Department, where he oversees safety, crisis management, and preparedness for the university and UK HealthCare. Appointed in 2009, he is the longest serving chief in the department’s history since its founding in 1972.
With more than 30 years of law enforcement experience, Chief Monroe is an internationally recognized leader in public safety and crisis management. He is a graduate of the FBI National Academy and has completed advanced leadership training through the FBI Law Enforcement Executive Development Association (LEEDA), including the Executive, Command, and Supervisor Leadership Institutes. He is also a graduate of the Harvard Kennedy School, where he earned a certificate in crisis leadership.
Monroe teaches and consults both nationally and internationally and is a frequent speaker on leadership, crisis response and emerging security technologies. His work includes advancing public safety strategies for large-scale events and collegiate athletics, with a focus on spectator and venue security worldwide. He is known for championing collaborative, technology-driven approaches that enhance operational readiness, strengthen partnerships and improve overall public safety outcomes.

I’m grateful for the opportunity to serve, and I’m proud to be part of a profession that continues to evolve and rise to meet new challenges.”
Monroe will be recognized at the awards luncheon during the conference. The luncheon is sponsored by Evolv Technology, which provides weapons detection systems for security screening.
